The Sierra Leone / Stauffer Collection contains documents and ephemera related to an international Comparative Education course and travel program to Sierra Leone offered by Otterbein College’s Education Department during the 1969-1970 and 1970-1971 academic school years. The collection also contains other materials, some of which, like newspapers, capture the historical context of the program, while others are related to the broader topics of International Education and travel.

History of Biography or History

Otterbein University (formerly known as Otterbein College, 1917-2010) was founded in 1847 and is located in Westerville, Ohio. It was named after Philip William Otterbein, a founder of the Church of the United Brethren in Christ. Otterbein’s historical connections with international missions and ongoing engagement with social justice issues have given the institution a diverse group of alumni and supporters. In the late 1960s, Otterbein College had a large number of alumni and contacts in leadership positions throughout Sierra Leone. These connections and the unique opportunity for students and professors to analyze the role of education in economic, political, and social change within a different culture, prompted the Education Department to develop the Sierra Leone Foreign Study Program in Comparative Education. This program required students to participate in Autumn and Spring seminar courses studying Sierra Leone, International Education, and developing individual research studies. The students, and a faculty sponsor, spent the ten-week Winter quarter in Sierra Leone working and observing in schools and universities.

The program was initiated by Mildred James Louise Stauffer. Stauffer was hired as an assistant professor of Education in 1964. She eventually used her experience and data from the Otterbein Sierra Leone Comparative Education Program to complete her doctoral dissertation at The Ohio State University in 1973. Dr. Chester Addington was an Education professor at Otterbein from 1961-1988. During the late 1960s and early 1970s, Addington served as the Head of the Education Department. Otterbein and the Education Department, under Addington’s leadership, had a history of supporting International Education. They were founding members of the Regional Council for International Education (RCIE). Stauffer and Addington, along with other supporters, including Otterbein President, Dr. Lynn Turner, and a small group of individuals working in Sierra Leone (i.e. the Sierra Leone Foreign Study Committee), spearheaded the development and funding for the program. Stauffer spent time in Sierra Leone in 1968 forming the Sierra Leone Foreign Study Committee and developing contacts within universities, schools, and the Sierra Leone Department of Education. Stauffer led the seminar instruction and accompanied the 1969-1970 group. Addington took over the seminar courses with the 1970-1971 group and accompanied the second trip to Sierra Leone. In this second year, non-Education majors and students from other universities (e.g. Ohio Wesleyan University) were admitted to the program. In 1970, the American Association of Colleges for Teacher Education (AACTE) recognized the program in its distinguished award publication. Planning for the 1971-1972 trip started; however, political unrest in Sierra Leone and program funding difficulties required the program to be abandoned.

Scope and Content

The Sierra Leone / Stauffer Collection documents the development and operations of Otterbein College’s Sierra Leone Foreign Study Program in Comparative Education. The program was developed from 1967 to 1971 by Mildred James Louise Stauffer, assistant professor of Education, and Dr. Chester Addington, Head of the Education Department. The program was cancelled after only two years due to financial constraints and political unrest in Sierra Leone. Students were enrolled in Fall and Spring seminar courses, and they spent the ten-week, Winter quarter in Sierra Leone working in schools and universities. Developing and funding the program took a great deal of collaboration with supporters and contacts throughout the United State and Western Africa. The majority of the contents of this collection were generated through efforts to establish the academic courses and research, orchestrate travel and accommodations, and raise financial and social support for the overall program. Other items within the collection, such as newspapers, reflect the cultural and historical context in which the program was developed and carried out.

There are multiple types of materials within the collection. Documents in the form of correspondence, memorandums, handwritten notes, project reports, seminar outlines, newsletters, brochures, and leaflets make up the majority of the collection. There are also newspapers, books, and booklets used during the preparatory seminar or collected while in Sierra Leone. There are photographs from the 1969-1970 trip. Collection ephemera includes original promotional leaflets, a notebook with handwritten daily records, a unique Sierra Leone classroom schedule, and several maps. The collection includes correspondences and other materials from the Sierra Leone Ministry of Education, the Sierra Leone United Christian Council, Sierra Leone Conference of the United Methodist Church, Njala University College, Fourah Bay College of the University of Sierra Leone, and leadership of multiple primary and secondary schools throughout Sierra Leone. There are also materials relating to collaborative international Education organizations within the United States, specifically, the Regional Council for International Education (RCIE).

Box 1
Series 1: International Education, 1968-1976


Scope and Content: The International Education series consists of five folders and contains published leaflets and brochures, organization newsletters, conference information, announcements, correspondence, notes, and other materials related to aspects of international education, such as, student teaching abroad, international education studies, international dimensions of teacher education, and comparative education studies. Otterbein’s Education Department and leadership, Dr. Chester Addington, were heavily involved in the Regional Council for International Education (RCIE). Materials related to RCIE can be found throughout the series. In the “Travel” (02) folder there are several proposals by Addington and Roger Deibel for study sabbaticals in England and Wales examining their national education programs. In “RCIE” (03) an RCIE Newsletter, Volume III, Issue II, November 1970, gives a short report regarding the 1969-1970 Otterbein Sierra Leone Program. Finally, the “Proposed RCIE Faculty Seminar” (05) was a plan for an inter-university, international, and cross-disciplinary collaboration to examine the educational development of Sierra Leone. Multiple of Otterbein’s Sierra Leone contacts and the collaborating institution Fourah Bay College, University of Sierra Leone, were involved in the planning.

Series 2: Sierra Leone Correspondence, 1968-1973


Scope and Content: The Sierra Leone Correspondence series consists of six folders and contains correspondence pertaining to every aspect of the Sierra Leone Program and trips (with the exceptions of travel arrangements and fundraising correspondences which can be found in Series 3 and Series 4). Correspondences include personalized letters of gratitude to partners and supporters in Sierra Leone and in the U.S., letters discussing program planning, and letters building support and publicizing the program. Also, included within the series are several internal memos and handwritten lists of contacts and addresses. There are also a few examples of period Sierra Leone stamps and envelopes.

Scope and Content: This Travel Arrangement series consists of one folder and contains correspondences, lists, and handwritten notes arranging travel details from both the 1969-70 and 1970-71 Sierra Leone trips. The series includes documents that show it was KLM representatives who suggested the specific European stopovers in Amsterdam and Zurich. It also includes flight reservations, dates, and prices. Also, each students’ U. S. departure and arrival airports are listed.

Series 4: Sierra Leone Funding and Support, 1968-1972


Scope and Content: The Sierra Leone Funding and Support series consists of two folders and contains receipts, memorandums, printed and handwritten budgets, correspondences, leaflets, newsletters, a study proposal, handouts, and handwritten notes. The series includes budgets and receipts relating to every aspect of the program, including air travel, visas, and room and board. There are correspondences, memos, and leaflets discussing fundraising efforts and potential sources of funding. Efforts were made to fund the program through corporate (e.g. The Ford Foundation and Firestone Tire and Rubber Company), nonprofit (e.g. Crusade Scholarships of the United Methodist Church), and individual financial contributions. Other contributors donated their time and expertise regarding Sierra Leone (e.g. Dr. Sandford G. Price) and funding international education (e.g. Dr. James M. Davis). Finally, the series contains correspondences thanking contributors for their donations and efforts.

Series 5: Student Applications, Research Proposals, and Program Preparation, 1968-1971


Scope and Content: The Student Applications, Research Proposals, and Program Preparation series consists of six folders and contains correspondences, memos, outlines and schedules, applications, proposals, evaluation forms, student lists, notices, and handwritten notes. The majority of documents within this series are from the second Sierra Leone trip in 1970-71; however, there are items from the first trip in 1969-70 and a few items preparing for the 1971-72 trip, which never happened. This series includes student Applications for Off-campus Study, Foreign Study Personal Reference Forms, reference letters, and related papers. There are also student lists and correspondence regarding student applicants. Also included are recruitment materials, handwritten and printed seminar course outlines, and other travel preparation documents. Most of the 1970-71 participating students’ research proposals and preliminary research are located within this series. Finally, there are Otterbein College Program of Comparative Education in Sierra Leone Evaluation Sheets, which Sierra Leone teachers used to evaluate the Otterbein students’ work in their schools. These were one tool used to evaluate the program and contributed to findings in Stauffer’s research.

Series 6: Sierra Leone Program Student Lists, 1969-1971


Scope and Content: The Sierra Leone Program Student Lists series consists of two folders and contains multiple copies and multiple versions of lists of Sierra Leone student participants from both the 1969-70 and 1970-71 trips. Several of the lists contain other information (e.g. GPA, address, research paper topics) or handwritten notations (e.g. Sierra Leone school site placements, research paper topics).
Statement of Arrangement: Student lists were found throughout the collection. Unless a list was directly linked to another document or contained other information that fit within another series (e.g. student list with flight schedules), it was moved into this series. All the items in this series were moved from other folders to improve user access.

Series 7: Program Descriptions, 1967-1971


Scope and Content: The Program Descriptions series consists of eleven folders and contains reports, abstracts, program proposals, outlines, lists, budgets, leaflets, correspondences, notes, and surveys. These various reports provide comprehensive summaries of preliminary Sierra Leone Program set up, both student trips, and program evaluation and research findings. The program descriptions were written at a variety of points during the program’s development and ongoing stages. Many of the reports were used for specific audiences (e.g. supporters, students) and purposes (e.g. raise awareness, recruitment, grant applications). As a result, there is overlap in contents and source materials.
Statement of Arrangement: Most items in this series were moved from other folders to improve user access. Each report was grouped within a folder that contained directly related materials.

Scope and Content: This report gives an official account of Mildred Stauffer’s preliminary planning trip in Sierra Leone. A Sierra Leone Foreign Study Committee was created to develop the program in country by working with collaborating institutions and government officials. A version of this report can also be found on pages 19-23 of “A Study in Comparative Education, Sierra Leone, Africa” [the large report found in folders 32 and 33].

Scope and Content: Stauffer used the Otterbein Sierra Leone Program to study the impact of study abroad on perspective teachers. Some of the data she gathered eventually ended up in her doctoral thesis. The Teacher Situation Reaction Test (TSRT) was one of the instruments Stauffer used to gather data, first mentioned on page 38 of her dissertation. The documents in this folder are some of Stauffer’s data analysis and suggestions based on the TSRT administered to a selection of Otterbein Education students. Series 8: Photographs and Slide Notes, 1969-1971


Scope and Content: The Photographs and Slide Notes series contains five folders and consists of paper photograph sleeves, 3.5 inch by 3.5 inch black and white photographs, and several documents. The photographs show the 1969-70 Sierra Leone trip. None of the photographs were labeled or marked in any way. They include images in Sierra Leone, Zurich (Switzerland), and Amsterdam (Netherlands). The images show Otterbein students and staff traveling by plane and bus, working with students and teachers in Sierra Leone classrooms, and participating in cultural exchanges. President Lynn Turner and his wife, along with Mildred Stauffer, accompanied the 1969-70 trip, and they appear in several photographs. Other Sierra Leone Foreign Program Committee members appear as well. The final folder holds handwritten and printed documents discussing and listing slides of the Sierra Leone trips. There are no slides within this collection.
Statement of Arrangement: The photographs and paper sleeves were originally located on top of the files within the storage box. They have been rehoused in plastic sheets and separated into folders according to their original groupings within the paper sleeves. The folders in this series were named using the only labeling associated with the photos, which was handwritten on the paper sleeves. The order of the photograph folders was taken from original order documentation.

Series 9: Books and Booklets, 1958-1973


Scope and Content: The Books and Booklets series contains ten folders and consists of published and unpublished texts, books, booklets, pamphlets, and leaflets. Many of these materials were used to improve Otterbein’s collection of Comparative Education study resources and were housed in the library. A large portion of the series consists of materials from Sierra Leone schools and universities, including prospectuses, handbooks, and academic calendars. Several national level curriculums are included in the series along with academic journals from the Sierra Leone Department of Education (Ministry of Education). Some of the lower-level school items were collected during the Sierra Leone Program trips. There are also two Mende language books included in the series and several published books relating to Western African history and culture. Finally, the series contains a spiral bound and laminated book commemorating Queen Elizabeth II’s royal visit to Sierra Leone in 1961.
Statement of Arrangement: All books and booklets, except RCIE specific booklets, are housed in this series. The first three folders that begin with “Education in Sierra Leone…” were kept in their original order based on documentation found in the collection. All other items are grouped based on content, ease of researcher access, and housing concerns.

Series 10: Newspapers and Clippings, 1968-1973


Scope and Content: The Newspapers and Clippings series contains three folders and consists of newspapers, magazines, newspaper clippings, and photocopies of articles. The newspapers within this collection can be grouped in two categories. The first category is local and regional papers, including The Tan and Cardinal, The Exponent (Baldwin-Wallace College), and Ohio West News, a United Methodist publication. The second category is international papers, including Sierra Leone papers the Daily Mail and Unity Independent, as well as, an International Herald Tribune from Paris. A few of the newspapers have articles that relate directly to this collection; most of these articles can be found in the U.S. based newspapers. One edition of the Freetown Daily Mail from Wednesday, July 30, 1969 mentions Stauffer by name and touches on her plans to set up a foreign study program. The relevant articles include short program descriptions, funding sources, and content created by the Sierra Leone Program Otterbein students.
Statement of Arrangement: Most newspapers in this collection were found grouped together in two folders. However, any newsprint material, including entire newspapers, found within the collection has been moved into this series and rehoused in order to protect other collection materials. When a newspaper or clipping was found in specific folders throughout the series, two photocopies of the relevant article were made and housed in that original folder. If the contents did not align with the original folder, the original newspaper and the photocopies were moved into this series in folders 49 (newspapers) and 50 (photocopies).

Series 11: Ephemera, 1966-1972


Scope and Content: The Ephemera series contains eleven folders and consists of leaflets, postcards, printed and handwritten documents, multiple notebooks, maps, and a brochure. Several of the items within this series offer unique insight into the Sierra Leone Program. Folders 56 and 57 have daily accounts of the 1969-1970 Sierra Leone trip. Folder 52 contains the original Sierra Leone Program promotional leaflets for both years, and folder 53 contains several handwritten postcards from Stauffer while in Sierra Leone. Also, in folder 58 there is a large handwritten classroom schedule from a Sierra Leone classroom, which shows a typical weekly schedule for the pupils. Other materials in this series, such as, the maps and orientation materials were used in preparation for the trips. Finally, there are a few items within the series that were found with the collection, but they do not appear to have any direct relevance on the collection as a whole, such as, the Peugeot 404 car brochure.
Statement of Arrangement: The items in this series were moved from various locations throughout the collection. Attempts were made to arrange the items to improve user access. However, in some situations, items were moved because of housing issues (e.g. orange spiral notebook). A few items were moved to this series because they did not align with any other series (e.g. Peugeot 404 brochure).
