History of Hudson, Ohio, Board of Public Affairs, Water Department
Public availability of water in Hudson began in the 1870s for fire fighting purposes only. In 1873, the town built three fire
cisterns: one at the corner of Baldwin and Main Streets, one at the south side of Aurora Street, and one at the southwest
corner of Church and College Streets. It was not until the 1900s that Hudson considered a public water supply system. Wealthy
industrialist James Ellsworth took an interest in improving his hometown and, in a proposal to Village Council on October
20, 1907, offered to fund the construction and operation of electric lighting, sewer, and water plants. In 1910, construction
of a water main, a pump house and pump, five wells, a water storage tank, and a water tower began. In September 1911, the
home at 57 Streetsboro Street received the first residential supply of water. The first water meter was installed on the bank
building at the corner of Main and Aurora Streets on May 16, 1911.
On February 6, 1912, Village Council established the Board of Public Affairs to oversee the town's public utilities. Since
then, the Board of Public Affairs has continued to expand and improve Hudson's water supply. In 1926, a chlorinator was installed
to address contamination issues. In the 1930s, the water supply system was expanded, including the addition of a well, well
pumps, and a well house. Water softened using lime and soda ash was first delivered to Hudson residents in late 1931 and an
additional well was added in the 1940s.
A 750,000 gallon water storage tank was built behind the Acme plaza in 1965. And, in 1969 a new water treatment plant was
constructed on route 303, replacing the old one that had been in operation since 1912.

were records approved for disposal by the city of Hudson.

Detailed Description of the Collection
Scope and Content The background series consists of a history of Hudson's water supply, written by W.L. Schwartz, Superintendent, Water Plants
Department, in 1980. The history details the history and growth of Hudson's water supply and the appendices include photocopies
of several primary source documents. A newspaper article (1911) about the first homes supplied with the new water system,
is also included.

Correspondence, 1918-1963 Scope and Content The correspondence series includes correspondence between the Board of Public Affairs and various companies and customers.

Financial records, 1916-1924, 1964-1966 Scope and Content The financial records include various invoices, receipts of transactions between the Board of Public Affairs and various companies,
an account book, and various budgets of the Board of Public Affairs.The account book details homeowners' accounts for water and lighting from 1926 to 1930. The account book also contains a section
of building permits, with applicant name, property (street address), type of permit (with information about the change to
the structure), and cost.Budgets for the entire village of Hudson (1964-1966), which includes information about the water department as well as other
village services, can be found in this series. A report on the village of Hudson conducted by the Bureau of Municipal Research
(Akron, Ohio) in 1922, details various financial information about Hudson village with recommendations for areas of improvement.

supply, including meters, pumps, fire hydrants, motors, and a chlorine control apparatus.

Reports and proposals, 1946 Scope and Content The reports and proposals series consists of various contracts, inspectors' daily reports, and other miscellaneous reports.The contracts consist of agreements between the Board of Public Affairs and General Electric and other companies and contractors.
Various improvement contracts have been saved, including a contract and bond for the construction of the water softening plant
in 1931 as well as various street improvement projects.Inspectors' daily reports are included which detail inspectors Harold Kuckenbecker's and George Jenkin's daily reports of
inspections of various subdivisions in Hudson including, West Haven colony, Western Reserve Academy, and Lake Forest.Other reports include a proposal for the construction of a sanitary sewage treatment plant, inspection of fire hydrants, various
bacteriological reports, an appraisal of a lot in Hudson, and a waste water survey report.
