Biography of Biography or History
A native of New York City, Charles V. Blair (1933-2004) received a B.A. in journalism in 1955 and an M.A. in history in 1963,
both from The University of Akron (UA). He took additional graduate work in mass communications at Iowa State University.
In 1965, Blair received the Distinguished Service Award of the Akron Junior Chamber of Commerce as Akron's young "Man of the
Year." Following commissioning through the Air Force Reserve Officers' Training Corps (AFROTC) program Blair spent three
years on active duty with the Air Force as a radar intercept controller and senior weapons director in the Air Defense Command.
His military service included a year in the Aleutian Islands of Alaska on the Distant Early Warning (DEW) Line, a system of
radar stations set up to detect incoming Soviet bombers during the Cold War.
When he returned from the armed forces, Blair became a staff member at UA in 1959 serving as Director of the University News
Bureau. In 1965, Blair became Director of the Institute for Civic Education (ICE) at UA. Two years later he assumed the
Acting Deanship of the Evening College in addition to his duties as head of ICE. In 1968, Blair became Dean of the Evening
College and Dean of Administration two year later. He was named Assistant to the President of UA in 1972. Blair held the
academic rank of tenured Assistant Professor in the Community & Technical College. Additionally, he served as the University's
Equal Employment Opportunity Officer and Civilian Coordinator of the Reserve Officers' Training Corps (ROTC).
Blair served as Vice Chairman of the University Council on Education for Public Responsibility and Chairman of the Ohio Council
on Higher Continuing Education. He also maintained membership in the Association of University Evening Colleges and was named
as an American Council on Education Fellow in the Academic Administration Internship Program for 1972-1973. He also served
as Vice Provost for Administrative Affairs for the Northeastern Ohio Universities College of Medicine (now NEOMED) starting
in 1974.
In addition, Blair was a member of Omicron Delta Kappa, leadership and activities honorary for men; Phi Alpha Theta, national
history honorary; the Buckeye Chapter of Sigma Delta Chi, professional journalism society; and Gamma Chapter of Alpha Sigma
Lambda, the Evening College scholastic honorary. Active in the community, Blair served as Executive Secretary of the Akron
Area Adult Education Council, and parliamentarian of the Overdale Elementary School Parent Teachers Association. He was also
a member of the Board of Trustees of the United Foundation of Summit County and the Summit County Tuberculosis and Health
Association and served a three-year term on the Board of Trustees at the Akron Community Service Center and Urban League.
Scope and Content
The Charles V. Blair Papers chronicle the projects and programs of the Summit County-Greater Akron Community Action Council
(CAC), particularly during 1965-1968 when Blair served on the CAC's Governing Board. These include the Akron-Summit Tutorial
Program and Upward Bound. The papers also document the activities of the Office of Equal Opportunity, especially from 1964
to 1972.

Statement of Arrangement
Series I: Community Action Council, 1965-1973 is divided into four sub-series: Sub-Series 1: Governing Board and Sub-Committees includes correspondence, minutes, financial statements, project reports, and evaluation of the Summit County-Greater Akron
Community Action Council (CAC). It includes correspondence between January of 1968 and January of 1971 as well as committee
minutes from December of 1966 to April of 1967 and May of 1968 to May of 1971. The Governing Board minutes for these periods
supply some of the missing data. This series presents a picture of the detailed workings of this community organization.
Sub-Series 2: Akron-Summit Tutorial Program consists of correspondence, minutes, financial statements, and other materials of the local tutorial program. Due to the
paucity of correspondence and minutes, it is difficult to assess the operations and achievements of this organization solely
through the records, although the clippings in this series give insights into the operation of the program as do five folders
concerning renewal of their grant. Sub-Series 3: Upward Bound contains correspondence, guidebooks, and other materials. The resources in this series are few and varied, but the Application
Information and Program Manual and the complete set of "Upward Bound Guidelines" from 1965 to 1971 show how the program operated,
at least on a national level. Sub-Series 4: Other Agencies includes proposals, applications for new projects, and other materials. Series II: Office of Economic Opportunity, 1964-1972 consists of clippings and printed material in regard to the fight against poverty. A clippings file from December of 1964
to October of 1969 gives an overview of this program taking place both on the national and local level.
