Abstract:
The United Community Council (UCC) of Summit County was a non-profit organization in that represented public and voluntary health, welfare, group-work, and recreation agencies and organizations. Its job was to create plans to meet problems in these areas and to mobilize citizens' support in favor of these projects. The records of the organization provide a complete history of the UCC, its origins, functions, objectives, and successes.

History of Biography or History

The United Community Council (UCC) was a country-wide planning and coordinating institution that consisted of ninety-four member organizations. UCC staff included both lay people and professionals who represented civic groups, tax-supported social agencies, voluntary agencies, and the community at large. The forerunner of the United Community Council was the Council of Social Agencies (CSA), organized in 1943. The CSA was developed as a planning corporation for health and welfare.

In 1953, the intent of the CSA and its structure was questioned. Since the United Fund (UF) launched the previous year with the purpose of combining all voluntary fund-raising efforts into one organization, it was decided that a separate organization should be established that would be equipped to do the budgeting and social planning. This new organization, formed by a merger of the CSA and the United Community Chest in June of 1953, became the United Community Council.

The UCC set down four objectives through which it fulfilled its goals: 1. To balance unmet needs with community resources 2. To bring people and services together 3. To promote teamwork 4. To secure public understanding and support of health, welfare, and recreation services

The UCC had four functional divisions: Health, Family, Children, and Group Work. These divisions decided action that may have been taken on any problem that was brought to their attention. The UCC was not an organization that gave direct service to people, but one that provided its services to member agencies. The UCC also worked in conjunction with the United Foundation, reimbursing its costs in connection with mailings, bulletins, and supplies. It also furnished technical assistance and conducted various studies for the UF upon request.

The UCC of Summit County was a non-profit organization that represented public and voluntary health, welfare, group-work, and recreation agencies and organizations in Summit County, Ohio. Its purpose was to create plans to solve problems in these areas and to mobilize citizens' support in favor of these projects. The UCC performed an important function in Summit County through its careful planning of health, welfare, and recreational services and through meeting and solving problems of such services to the benefit of the public.

The UCC of Summit County joined with Northeastern Ohio Welfare Council in order to secure an institution in Sagamore Hills for emotionally disturbed children. In its short lifetime, the UCC accomplished a great deal. For example, it developed plans for needed service programs such as homemaker services and services for handicapped children. It also had various agency programs throughout Summit County, in addition to preparing studies for the UF.

Scope and Content

The United Community Council of Summit County Records document the history of the UCC including its origins, functions, objectives, organization, operation and programs. The records mostly include meeting minutes, studies, and publications. The materials cover the years 1946-1975, but predominately document the period 1953-1975. The materials would be important in the study of the development of service organizations and the manner in which they operate in the Akron/Summit County area.

Statement of Arrangement

The records are organized into the following nine series: SERIES I: MEETING MINUTES, 1953-1975 Series I is comprised of meeting minutes, agendas, financial statements, budget estimates, dockets, pamphlets, memoranda, and miscellaneous materials relating to the Executive Committee and the Board of Trustees of the UCC of Summit County. The records in this series date from 1953-1974 and provide an overview of the organization and its internal operations. SERIES II: SELF-STUDIES, 1966-1967 The self-studies in Series II are reports compiled by the UCC that examine its operations and organization and provide an overview of the successes, failures, and issues encountered by the council. The self-studies date from 1966-1967 and contain task force recommendations prepared by the Board of Trustees, questionnaires, the UCC Code of Regulations, and several exhibits. SERIES III: MANUALS, 1960-1971 This series consists of a variety of manuals dating from 1960-1971 that mainly document the social services provided by the UCC. The Services and Referral Manual, prepared by the UCC in 1971, provides a description of all public services provided by the organization. The two reference manuals prepared by the Center for Urban Studies at The University of Akron, dated 1967 and 1970, were utilized for social service referral. They list each service alphabetically and state eligibility requirements. The Review of Service of Summit County UF Affiliated Agencies manual was prepared by the UCC in 1962. It describes services provided by the UF for the community. UCC Manual #11, prepared in 1960 by the UCC, gives a detailed description of the organization and all its various functions. SERIES IV: DIRECTORIES, 1953 The Directories in Series IV include the Directory of Health and Welfare Agencies of Summit County and the List of Social Welfare Agencies of Summit County and date from 1944 and 1953, respectively. They list all social agencies as they existed in Summit County in that period and include a list of their boards of trustees. SERIES V: REPORTS, 1944; 1955-1975 Series V consists of UCC reports from 1953 to 1975 including the President's Report, membership list of the Board of Trustees and staff, and various committee reports. The reports document the transformation and progression of the organization over the years and how its goals have evolved in connection with the changing needs of the community it serves. SERIES VI: BUDGET AND FINANCIAL MATERIALS, 1963-1969 This series includes information from 1963-1969 on fundraising, budgeting, and financial policies. The Manual of Budgeting is the main source of information in this series and contains sections on fundraising and planning, approaches to budgeting, budget committee composition, and operating procedures. The remainder of the materials in this series consists of budget manuals and information sheets. SERIES VII: STUDIES OF ITS OWN ORGANIZATION, 1944-1975 Series VII consists of in-depth assessments conducted and compiled by the UCC of its own organization during the period 1953-1975. Found within this series are reports, correspondence, and memoranda of various committees including the Planning and Priorities Committee, the Family-Children Committee, the Central Budget Committee, and the By-Laws Committee. Membership rosters, evaluations of proposed projects, information sheets, pamphlets, reports, correspondence, committee meeting minutes, and organization charts are examples of the material contained in this series. SERIES VIII: STUDIES OF OUTSIDE AGENCIES AND PROGRAMS, 1941-1972 Found within Series VIII are studies conducted and compiled by the UCC of various outside agencies and programs including, but not limited to the Central Hospital Bureau of Akron, Goodwill Industries, and the Akron Travelers Aid Society. The studies, which date from 1944 to 1969, include a prospectus, history, study plan, conclusion, and recommendations of each agency. Other materials deal with community planning and vocational rehabilitation cases and projects. All studies concern social services, rehabilitation, and agency expansion. These records are significant insofar as they reflect the types of services offered by the UCC and are indicative of the social problems present in Akron and surrounding areas at that time. SERIES IX: SUBJECT FILES, 1952-1960 Series IX consists of subject files of various items concerning the UCC including rosters, newspaper clippings, and the UCC national magazine "Community," which date from 1952 to 1960.
